Solution: Same magnitude earthquake: Haiti 2010 (M7.0, 230k deaths) vs Chile 2010 (M8.8, 500 deaths). Haiti: poor building codes, dense informal housing, weak governance -> high vulnerability. Chile: strict codes, preparedness, wealth -> low vulnerability. Risk depends on vulnerability not just hazard
