Key Fact: Local government: county councils, district/borough councils, and parish/community councils provide local services. Responsibilities: education (schools), social services, housing, planning permission, waste collection, local roads, libraries, and leisure centres. Funded through council tax, business rates and government grants.
Key Fact: Councillors: elected by local residents to represent their ward. They make decisions about local services, set council tax rates, and approve planning applications. Councils are led by a council leader or directly elected mayor (e.g. Mayor of London, Metro Mayors in combined authorities).
Key Fact: Devolved administrations: Scottish Parliament (129 MSPs), Welsh Senedd (60 MSs), Northern Ireland Assembly (90 MLAs) have powers over health, education, transport and environment in their nations. England does not have its own devolved parliament - English matters are decided at Westminster.
Key Fact: How local decisions affect citizens: school closures, planning permission for new housing, waste collection schedules, library opening hours, parking restrictions, and social care provision are all decided locally. Citizens can influence decisions through: voting in local elections, attending council meetings, submitting planning objections, and contacting their councillor.
Key Fact: Challenges for local government: funding cuts (austerity reduced council budgets by 20%+ since 2010), increasing demand (social care for ageing population), and limited powers (councils cannot set income tax or make criminal law). Some councils have effectively declared bankruptcy (Section 114 notices).

A grade 9 response will: describe current local government powers and funding; argue for more power (local decisions better reflect needs, devolution works for Scotland/Wales, democratic accountability is stronger locally); argue against (postcode lottery risk, national standards ensure equality, local areas may lack expertise and resources); evaluate funding crisis (austerity cuts, rising demand, Section 114 notices); conclude: local government needs significant additional funding to deliver existing responsibilities, and some additional powers (especially over transport and housing) would improve local democracy. However, strong national frameworks are needed to ensure minimum standards.
Exam Tips: Local councils = ADMINISTRATIVE (manage services). Devolved bodies = LEGISLATIVE (can pass laws). Key difference. | Local services: education, social care, housing, planning, waste. Funded by council tax + government grants. | Local government is UNDER-FUNDED and UNDER-POWERED. Needs more resources to serve citizens effectively.
Common Errors: ✗ Local councils are not important because all the real decisions are made in Westminster. ✓ Local councils make decisions that directly affect daily life: school quality, social care for elderly relatives, bin collection, planning permission for new buildings, library opening hours, and local road maintenance. Councils spend over £100 billion annually and employ over 2 million people. While Westminster sets national policy, local councils determine how services are delivered locally. Decisions about your street, school and neighbourhood are mostly made locally, not nationally.
